Add CH340 driver note to README Getting Started section

Some users' computers don't detect the CYD's CH340 USB-to-serial chip
without a driver, so no COM/USB port shows up in the web flasher. Adds
a short note with official WCH driver download links right after the
Quick Web Installation steps.
